As a member of the House Finance Committee, Dan Roach has
consistently fought to protect taxpayers in the 31st District.

Repealing
the Estate (Death) Tax
-
Dan Roach believes death should not be a taxable event.
No grieving family should be forced to visit the funeral director
and their tax accountant on the same day. When the state Supreme
Court ruled against the death tax in 2005, Dan sought to make the
repeal permanent through
House Bill 1411. He
also introduced
HJM 4005 requesting Congress
to permanently repeal the death tax.
Fighting against tax increases

Dan Roach voted against unnecessary tax increases of more
than $400 million dollars – against the death tax, against
extending the sales tax on warranties, against cigarette and
liquor taxes. Dan also voted against the majority party's budget
that provided the largest spending increase in the history of
Washington (17.7% increase). Many unnecessary items funded by that
budget put citizens at risk of a future tax increase.
Limiting government spending, tax
increases
- Dan Roach co-sponsored legislation
(House
Bill 3008) that sought to re-enact the I-601
voter-approved spending limits. He also co-sponsored a measure,
House Bill 3007, that
sought to require a 60 percent legislative vote to raise taxes.
A 'rainy day' fund to protect against
future tax increases
- Incoming revenue to the state is largely
dependent upon Washington's economy. When the economy does well,
people spend more money and more tax revenue comes in to the
state. However, when the economy dips into a recession, tax
revenues also decline, which puts the Legislature in a position of
either raising taxes or making drastic cuts in government
services. To protect against future tax increases when it would
hurt taxpayers the most, Dan Roach co-sponsored legislation
(House
Bill 3006) to create a
constitutionally-protected rainy day reserve fund (savings
account).
Tax relief for new start-up
businesses
- The toughest period of time for a new
small business to succeed is during its first years of operation.
So that is why Dan Roach sponsored
House Bill 1676, a measure
that would exempt newly-created businesses with up to 25 employees
from paying business and occupation taxes during their first two
years of operation. This would give new small businesses the tax
relief they need, allowing them time to grow, expand, and create
jobs.
Property tax relief for seniors
- Property taxes continue to threaten
people's ability to stay in their own homes -- especially senior
citizens on fixed incomes. That why Dan Roach co-sponsored
legislation,
House Bill 1743, that sought
to increase property tax relief for senior citizens and disabled
people.
